Dr. Glenn Lungarini – Executive Director
Glenn Lungarini assumed the position of executive director in August of 2018 after serving nineteen years in public education as a coach, teacher, department chair, athletic director, assistant principal and principal. Glenn began his career in 1999 as a health and physical educator at Cross Street School in Naugatuck, CT, and went on to teach physical education at both Rochambeau Middle School and Pomperaug Regional High School in Southbury, CT. In 2007, Glenn was appointed assistant principal and athletic director of Oxford High School, his childhood hometown. During his five-year tenure at Oxford High School he also served as English department chair, health and physical education department chair, and facilities coordinator. In 2012, he was named principal of Seymour High School where he served for two years. In 2014, Glenn’s educational journey came full circle as he was appointed principal of Pomperaug High School.
In addition to his broad range of teaching and administrative experiences, Glenn has compiled an extensive history as both an athlete and coach. He enjoyed a stellar college career at Eastern Connecticut State University. His resume includes first baseman and number four hitter on the 1998 Division III national championship team. He was named All-ECAC, All-New England and all-conference at first base. He held the New England Division III record for chances and held the ECSU record for chances, putouts, home runs in a game and total bases. He also earned two consecutive team Gold Glove Awards at ECSU (’97 and ’98). His coaching career has included experiences with boys and girls at the middle school, high school and Division I collegiate level. He served as assistant baseball coach for the Yale Bulldogs for seven years.

Glenn received a Bachelor of Science in physical education at ECSU in 1998, a Master of Science in exercise science and physiology from SCSU in 2006, and an O92 administrative certification from Sacred Heart University in 2006.

Dr. Alicia Bowman – Director of the Center for Leadership and Innovation (CLI) and Associate Executive Director of CAS
Dr. Alicia Bowman joins the CAS-CIAC staff after twenty years of service to the Farmington Public Schools. She began her career as a sixth grade teacher at West Woods Upper Elementary School before shifting into math and literacy leadership roles there. In 2008, she was appointed the school’s assistant principal and, two years later, its principal. Alicia was recognized by CAS as Connecticut’s Elementary Principal of the Year and National Distinguished Principal in 2015. After leading West Woods Upper Elementary School for a decade, Alicia was named an assistant superintendent and was in charge of all aspects of operational and financial leadership at the district level.
Throughout her career in Farmington, Alicia’s efforts and influence reached far beyond the town’s borders. She was featured, along with her Farmington colleagues, in a chapter of Lee Teitel’s book School-Based Instructional Rounds, and in NAESP’s Principal Magazine for her work in using collaborative classroom observations and analysis to drive school and district improvement. West Woods’ progressive teaching and learning practices helped the district achieve designation as a P21 Exemplar District from the Partnership for 21st Century Learning.
Alicia is also an active adjunct faculty member of the Neag School of Education, her alma mater. She is an instructor in the University of Connecticut Administrator Preparation Program (UCAPP). She has been a presenter at various statewide conferences and workshops, including the New Leaders’ Academy and Summer Leadership Institute at CAS, the CSDE Performance Matters Forum, and the Neag School of Education Leadership Alumni Forum.
Alicia is a graduate of the University of Connecticut’s Neag School of Education where she earned her Bachelor of Science in Education, Master of Arts in Education, and sixth-year diploma in Educational Administration. She recently earned a doctorate in education from the University of New England.

Tiffany Violette Caouette – Assistant Executive Director
Tiffany Caouette joins the CAS-CIAC staff after 26 years in public education as a teacher, literacy coach, assistant principal and principal. Tiffany had a non-traditional route into teaching after she graduated from the University of Connecticut in 1993 with degrees in Journalism and Sociology. She completed an internship for Sociology credit at Windham Alternative High School in her senior year of college and found that working in an alternative high school was very rewarding. She then completed a one-year Master’s of Science at University of New Haven while working an internship at Masuk Alternative High School. In 1995, Tiffany began her official teaching career with Hartford Public Schools where she taught English as a Second Language as well as fifth and sixth grades, was a literacy facilitator, and served as assistant principal at several elementary schools as well as Bulkeley High School.
In 2007, Tiffany was appointed associate principal of South Windsor High School and, in 2012, she was named CAS High School Assistant Principal of the Year, representing the state of Connecticut at the national level. That same year, she returned to the elementary level and became principal of Pleasant Valley Elementary School where she served for the next 10 years.
Tiffany earned her sixth-year certificate in Reading and Language Arts at CCSU and completed the University of Connecticut Administrator Preparation and Executive Leadership Programs.
Since 2013, Tiffany has served on a number of CAS boards and committees, including chairperson of the Awards and Recognition Committee, Elementary Vice President, and President of the CAS Foundation.

Erin Guarino – Assistant Marketing Director
Erin began working at CAS-CIAC in 2007 as an administrative assistant to the associate executive director. She was later promoted to program manager and just recently, was promoted to assistant marketing director. Erin received her Bachelor of Arts in Business Administration with a concentration in Marketing from Western CT State University (WCSU), where she graduated at the top of her class. Prior to joining CAS-CIAC, she worked for ten years at PHH Homequity, Danbury, as a graphics and presentation designer for its executive team. She then worked for two years as a graphic designer and creative production manager at Inspired Solutions, Farmington. From 2000-2007, Erin owned and operated With a Twist Gourmet Confections in Cheshire, a specialty gourmet chocolate and gift company. Throughout all of her career, Erin has been focused on the creative design and development of marketing materials for the organizations she has had the opportunity to work with. In her new role, Erin is responsible for visual content creation, graphic design, collateral, advertisements, and signage. She works closely with the marketing director to help shape and enhance our name recognition and profile across all platforms, with a strong digital emphasis.

Cheryl Novicelli – Director of Finance
Cheryl Novicelli joined the CAS-CIAC staff in April, 2012 as the first Business Manager in the Association’s long history.
Cheryl came to CAS with 20 years of experience in various financial positions, including 15 years working with the unique financial issues of non-profits. After earning her Bachelor’s Degree in Business Administration with a concentration in Accounting from the University of Massachusetts she began her career with the firm of Tofias, Fleishman, Shapiro & Co. in Cambridge MA. Prior to joining CAS she spent 10 years as the Controller at Wallingford (CT) Country Club, where she was responsible for all aspects of the general ledger and financial presentation, preparation for the year end audit, and weekly payroll preparation and all human resource items. Before that she spent three years as the Director of Finance for the Meriden (CT) YMCA.

Cherese Odukwe – Director of Student Activities
Cherese Odukwe’s career as an educator began during her college years at Central Connecticut State University. Initially a marketing major, her experiences working as a substitute teacher at Prince Technical High School ignited a passion for education and for improving the lives of youth. She subsequently changed her major so that she could focus her studies on becoming an educator. Upon graduating from CCSU, she earned her master’s degree in education at Springfield College (MA). She continued working at Prince Tech and, over her fourteen years there, served in a variety of roles. In addition to teaching English, career development and student leadership, she served as the director of athletics; as the cheer, dance and bowling coach; and as the league’s track and field chair. Cherese will be assuming the role of co-director of student activities and will be responsible for a number of student activity programs, both athletic and non-athletic.

Karen Packtor – Deputy Executive Director
Karen Packtor joined the CAS-CIAC staff in 1991 as the Director of the CIAC/Special Olympics Unified Sports® Program. She graduated from Princeton University in 1990 with a degree in French Literature. While in college, Karen volunteered as a tutor and counselor for underprivileged and abused children and was eager to work in the service of children with special needs. As the association’s first director of Unified Sports, she succeeded in building a strong and viable interscholastic athletic program for disabled students in Connecticut. She was appointed to assistant to the executive director in June of 1995, assistant executive director in May of 1998 and deputy executive director in July of 2020. In addition to being content editor for the CAS website, Karen is the consultant to the CAS Board of Directors and is responsible for electronic communications, the annual meeting and the annual celebration of school leadership.

Henry Rondon – Assistant Director of Student Activities
Henry Rondon joined CAS-CIAC in the summer of 2019 to serve in a variety of roles. He is an assistant director in the student activities department and also serves as liaison for a number of CIAC sports. He comes to CIAC after a lengthy career as an educator and administrator at Kolbe Cathedral High School in Bridgeport. During his more than 20 years at Kolbe Cathedral he began his career as a teacher and coach, before moving to position of Athletic Director. He then became the Dean of Students at the school before assuming the role of principal, a position he held beginning in 2014. During his time as principal, he served as a representative on the CIAC Board of Control.
