Federal Relations Update – November 2015

The following is a recap of November 2015 developments in Washington.

Top Notes of the Week:

  • Despite years of false starts, education leaders announced this week that they reached an agreement resolving differences between the House and Senate Elementary and Secondary Education Act (ESEA) reauthorization bills. This bipartisan agreement paves the way for a possible final Senate and House vote in early December and the first update to the ESEA since 2002.
  •  

  • Last week, Representative Susan Davis (D-CA) introduced the Recruiting and Retaining Effective School Leaders Act (H.R. 3925). NAESP alongside the National Association of Secondary School Principals (NASSP) and the American Federation of School Administrators (AFSA) support this bill and its effort to combat principal turnover. The legislation would provide loan forgiveness over a seven-year period to principals working in schools where at least 30 percent of students qualify for free and reduced-price lunch. The measure, including NAESP’s support, was featured in Education Week.

  • The House and Senate Appropriations Committees are working swiftly to develop an omnibus spending bill to fund government operations, including the Department of Education, through the end of the fiscal
    year (September 30, 2016).
